1775 the 1st Spanish ship, 'San Carlos', enters San Francisco bay. 1861 US levies it's first Income Tax (3% of incomes over $800). 1864 the spectrum of a comet observed for 1st time, by Giovanni Donati. 1963 Nuclear Test Ban Treaty signed.
